The Mangaung Metropolitan Municipality has officially established a specialized ministerial intervention board to tackle persistent financial mismanagement and sub-par service delivery. This strategic move follows the metro’s placement under national administration on 22 May 2024 due to chronic governance failures.
Mandate And Operational Goals
The newly appointed board is tasked with stabilizing the municipality’s precarious financial position while systematically improving revenue collection across the district. Furthermore, members must ensure the local government achieves full compliance with the Municipal Finance Management Act (MFMA) to prevent further fiscal leakage.
We are committed to turning the tide in Mangaung. This board is a critical step in restoring fiscal discipline and ensuring that our resources are used to benefit the community. – Provincial Treasury Representative
Background Of The Intervention
This initiative forms part of a broader national strategy under Section 139 of the Constitution, which permits the state to intervene when a municipality fails to fulfill its executive obligations. For years, the Mangaung Metro—which includes Bloemfontein—has contended with recurring adverse audit outcomes, critical infrastructure decay, and unsustainable debt levels that hindered effective governance.
While the board begins its oversight role, the exact nature of individual contractual terms, including remuneration and the final duration of the tenure, remains subject to ongoing negotiations. The administration will continue to provide updates as the board begins its work to restore public confidence and long-term economic sustainability in the region.
