Former Ekurhuleni City Manager and HR Head to Face Bail Hearing

Former Ekurhuleni city manager Imogen Mashazi and the municipality’s suspended head of human resources, Linda Gxasheka, are scheduled to appear at the Germiston Magistrate’s Court today, 10 July 2026, for their formal bail applications. The pair were among four officials arrested on 8 July 2026 by the Commission Recommendations Task Team (CRTT) on charges of fraud, corruption, and defeating the ends of justice.

Legal Proceedings And Bail Status

During their initial appearance on 9 July, Magistrate Trevor Klaasen granted R50,000 bail each to the other two suspects, EMPD deputy chief Julius Mkhwanazi and legal head Khemraj Behari. However, the court postponed the bail hearings for Mashazi and Gxasheka to allow the State sufficient time to verify their residential addresses.

“The application in respect of accused 1 and 3 is adjourned until tomorrow. Bail is granted in respect of accused 2 and 4 in the amount of R50,000 each under the following conditions,” Magistrate Trevor Klaasen said during the proceedings.

Background Of The Corruption Allegations

The arrests stem from extensive investigations conducted by the Madlanga Commission into systemic corruption within the metropolitan municipality. Prosecutors allege that the accused facilitated the unlawful registration of private vehicles, linked to businessman Vusimuzi ‘Cat’ Matlala, as official EMPD patrol vehicles equipped with blue lights.

Further evidence presented by the State suggests that Mashazi, Behari, and Gxasheka conspired to obstruct disciplinary processes intended to hold Mkhwanazi accountable for his actions. Investigators claim that certain officials received irregular salary increases as part of a scheme to ensure loyalty and silence regarding the unlawful vehicle registrations.
