Two Convicted and Sentenced to Life for DA Chief Whip Ndlovu Murder

The Pietermaritzburg Regional Court sentenced Khayelihle Shabalala and Thabo Mathonsi to life imprisonment on 3 September 2026 for the December 2023 murder of uMngeni Local Municipality DA chief whip Nhlalayenza Ndlovu at his home in Emasosheni near Mpophomeni, KwaZulu-Natal.

SABC News and The Witness both confirmed the sentencing, reporting that the two men had previously pleaded guilty in July 2026. Magistrate Morné Cannon, presiding over the matter, found that the killing was premeditated and financially motivated.

The court heard that the murder was planned in advance and carried out for payment. The magistrate ruled that the premeditated nature of the crime outweighed the accused’s willingness to cooperate with the State.

This crime was planned and premeditated. The murder was planned and carried out for financial gain.

Sandile Mnikathi, DA deputy chairperson in KwaZulu-Natal and uMngeni Municipality Deputy Mayor, welcomed the sentence outside court. He noted that the magistrate had weighed the severity of premeditation against the accused’s plea cooperation.

It’s important that he also mentioned that the circumstances surrounding the case, being premeditated, outweighed the fact that the accused wanted to work with the State.

Ndlovu served as chief whip and councillor for the DA in uMngeni Local Municipality, a coalition-run council the party won from the ANC in the 2021 local government elections. His killing drew national attention amid longstanding concerns about political violence in KwaZulu-Natal, where multiple councillors and political figures have been killed in recent years.

IOL reported on 3 September 2026 that police confirmed the arrest of a fifth suspect, Mnelizi Zuma, who was expected to appear in court for a formal bail application. The investigation remains ongoing.

The exact roles of Shabalala and Mathonsi in the killing beyond court summaries have not been independently verified by this publication. Details about Zuma’s arrest and bail status are confirmed only in the IOL report among the gathered sources.

It remains unclear whether further arrests are expected and when Zuma’s bail application will be heard. Cape Flats News will next check on developments in this case on 10 September 2026.
