Julius Mkhwanazi, the suspended Deputy Chief of the Ekurhuleni Metropolitan Police Department (EMPD), remains a central figure in the ongoing Madlanga Commission following his recent arrest on charges of fraud, corruption, and defeating the ends of justice. Mkhwanazi, who was taken into custody on 18 April 2026, was granted R30,000 bail by the Boksburg Magistrates Court two days later as the judicial inquiry continues to examine allegations of systemic criminality within the nation’s law enforcement agencies.
Allegations Of Corruption And Misconduct
The commission, chaired by Justice Mbuyiseli Madlanga, is investigating claims of political interference, police corruption, and the misappropriation of assets. Testimony presented at the inquiry has specifically linked Mkhwanazi to irregular internal promotions, abuse of power, and the orchestrating of unauthorised search-and-seizure operations.
During proceedings, a Johannesburg Metropolitan Police Department inspector, identified as Witness K, alleged that Mkhwanazi directed a staged operation in 2023 to facilitate the theft of precious stones, specifically sugilite. Testifying before the commission, Witness K outlined the rationale for their cooperation with the inquiry.
I have come forward because I want to acknowledge my role in what happened, and I want to give the commission information about the precious stones case.
Investigation Into Institutional Integrity
Established by President Cyril Ramaphosa in July 2025, the Madlanga Commission serves as a critical mechanism for addressing public concerns regarding the integrity of the South African Police Service and municipal departments. The investigation follows a series of whistle-blower reports and statements, including those from KZN Police Commissioner Lt-Gen Nhlanhla Mkhwanazi, which highlighted the influence of rogue syndicates within the state’s security apparatus.
The implications of these findings extend beyond individual wrongdoing, raising broader questions about oversight and accountability within municipal law enforcement. As the inquiry progresses, the focus is expected to remain on how senior officials allegedly bypassed official mandates to engage in criminal activities for personal gain. Future sessions of the commission are expected to further explore the extent of these networks and identify whether systemic reforms are required to prevent further state capture of law enforcement resources.
