Public Service Commission Probes Acting Social Development Minister Over Recruitment Allegations

The Public Service Commission (PSC) has launched an investigation into allegations of “jobs for pals and relatives” involving Acting Minister of Social Development Sindisiwe Chikunga and her deputy. These inquiries follow a period of heightened scrutiny regarding administrative practices within the Department of Social Development as the government works to address systemic governance failures.

Previous Investigation Into Irregular Appointments

The current probe builds upon a broader investigation into irregular recruitment processes that occurred during the tenure of former minister Sisisi Tolashe. In May 2026, the PSC confirmed that the department had engaged in flawed hiring practices, specifically noting the appointment of Lesedi Mabiletja as private secretary and acting chief of staff.

Official findings concluded that Mabiletja did not possess the necessary qualifications or experience for her role and had engaged in misrepresentation. Consequently, the PSC directed the department to recover all irregular expenditure associated with that appointment.

Broader Implications For Government Governance

Following the dismissal of Tolashe by President Cyril Ramaphosa on 14 May 2026, the department has remained under significant pressure to stabilise its leadership. Chikunga, who continues to serve as the Minister in the Presidency for Women, Youth and Persons with Disabilities, was appointed to oversee the portfolio during this transitional period.

The PSC has recently intensified its efforts to audit government departments and state entities to curb nepotism and non-compliance with public service regulations. Further developments are expected as the commission reviews evidence regarding the latest claims of improper hiring practices within the ministry’s office.
