Must the father report the teacher who klapped his son?

Apparently a young learner from Greenlands Primary was klapped by a female teacher. Now kids are being sent by the teacher to bully the child. The father went to the principal a few times, but nothing is being done. Why doesn’t the father go to the cops to report this useless teacher?
