The Department of Basic Education has officially approved the 2026 Foundation Phase National Catalogue for Grades 1–3, greenlighting the procurement process for public schools across the country. This decision follows a comprehensive, multi-layered review process that included an audit by the Auditor-General of South Africa, an independent investigation, and extensive legal scrutiny, all of which concluded that the procurement process was free of fraud or favouritism.
Implementation of the new catalogue is expected to cost approximately R1.6 billion, a significant reduction from the R4.6 billion price tag associated with the previous catalogue’s requirements. The updated framework introduces 40 readers per class and provides a dedicated Core Reader for every learner, while simultaneously streamlining resources by reducing the number of listed titles per category from eight to three.
A notable addition to the 2026 catalogue is the inclusion of Coding and Robotics as a curriculum area, a subject not present in the 14-year-old catalogue it replaces. The Council of Education Ministers endorsed the move on 19 September 2026, setting the stage for the delivery of materials starting in November 2026 to ensure readiness for the 2027 academic year.
Western Cape MEC of Education Jaco Londt recently commented on the transition, noting the province’s commitment to academic continuity during the rollout.
The WCED has plans in place to ensure that teaching and learning continue uninterrupted.
This shift in educational resources aligns with broader government efforts to modernise the curriculum and improve foundational literacy. The Department of Basic Education maintains that the updated materials are essential to support the evolving needs of classrooms as the nation seeks to balance historical infrastructure challenges with future-focused pedagogy.
