The Democratic Alliance (DA) officially launched its 2026 local government election manifesto on 8 August 2026 at Mary Fitzgerald Square in Johannesburg. The party’s platform, titled “Working for All,” prioritises the restoration of basic municipal services including water supply, electricity distribution, waste removal, and road maintenance.
Fiscal Ringfencing And Municipal Accountability
DA leader Geordin Hill-Lewis used the launch to announce a new policy intended to curb financial mismanagement within local government. Under this directive, all revenue collected for utility services will be legally ringfenced to ensure it is spent strictly on those specific operational requirements.
“Today I am announcing a rule that will apply wherever the DA governs. Every rand collected for water will be protected for water. Every rand collected for electricity will be protected for electricity. Your money will no longer be treated as a political slush fund,” Hill-Lewis said during the event.
The party further committed to ensuring that municipal accounting officers face personal liability for any financial losses deemed the result of negligence or maladministration. This move aligns with the party’s broader campaign strategy, which emphasises governance competence as a solution to the ongoing infrastructure collapse seen in many parts of the country.
Infrastructure Partnerships And Service Delivery
The manifesto outlines plans for municipalities to increase reliance on public-private partnerships to accelerate infrastructure project delivery. Additionally, the party intends to empower well-run municipalities by enabling them to purchase power directly from independent producers rather than relying solely on existing national grid arrangements.
“We will show up every morning and fix what has been broken,” Hill-Lewis added.
These policy shifts target voters who have witnessed deteriorating service delivery and financial instability in various municipalities ahead of the local government elections scheduled for 4 November 2026. The DA continues to use its governance record in the Western Cape as the primary benchmark for its national campaign promises.
