The African National Congress (ANC) is currently evaluating potential candidates to contest the City of Johannesburg mayoral race ahead of the local government elections on 4 November 2026. Veteran Frank Chikane has emerged as a frontrunner in the selection process, alongside former Gauteng Premier David Makhura and Deputy Mayor Loyiso Masuku, as the party seeks to stabilise its leadership in South Africa’s economic hub.
Internal Selection And Political Realignment
The party’s internal vetting process aims to address public dissatisfaction and internal factionalism that have recently hindered governance. A senior ANC leader, speaking anonymously during the selection process, noted that there is an urgent requirement for leadership with significant stature that remains untainted by the current administrative challenges.
There was a view that this time around we need people who have stature and are not part of the problem.
Democratic Alliance (DA) leader Helen Zille has simultaneously launched a campaign for the mayoral position, focusing her platform on the city’s crumbling infrastructure and service delivery failures. Her strategy leans heavily into youth engagement and alternative administrative models, aiming to unseat the current ANC-led coalition.
Fiscal Management Under Institutional Review
The political contest is complicated by the National Treasury’s recent decision to withhold equitable share transfers to the City of Johannesburg due to ongoing concerns regarding expenditure and debt management. While opposition parties have characterised the move as a consequence of financial incompetence, current Executive Mayor Dada Morero has maintained that the City’s operational capacity remains intact.
During a media briefing held on 8 July 2026, Mayor Morero insisted that the administration is in active discussions with national authorities to resolve the impasse. He stated: “We have received correspondence from National Treasury that confirmed that the City’s 2026/27 Annual Budget is funded.”
The outcome of the upcoming municipal elections will likely hinge on the electorate’s response to these fiscal pressures and the perceived credibility of the candidate platforms. The City is expected to continue budget consolidation efforts as it prepares for the transition into the next electoral term.
